SVG Venue Initiative White Paper

The purpose of the SVG Venue Initiative White Paper is to be a resource of peer-reviewed best-practice guidelines for venue owners, operators, developers, architects, and other interested parties. The White Paper is intended to provide baseline information on broadcast, AV, RF, and more, including recommended minimum requirements for current day-to-day in-house operations that incorporate the needs of network broadcasters in covering events.

Provision for the use of video cameras and their associated support infrastructure has become a key element of modern venue design. The focus of this document is live video production and its infrastructure for professional applications ranging from coaching video, in-venue displays, and streaming video all the way to national-network broadcasts with dozens of cameras and millions of viewers.

Although requirements vary in scope and complexity according to the venue, the sport played, and the prospective audience, the same underlying best practices apply to all potential applications. From mobile-production-unit compounds to in-venue control rooms to wireless-frequency coordination, the aim of the SVG Venue Initiative White Paper is to ensure that venue operations run smoothly and that venue operators have the tools to put on the best show possible.

Section A: Mobile Broadcast Unit / Truck Compound Infrastructure and Operations
The purpose of this section is to define the footprint, connectivity, power, and HVAC requirements necessary to complete the design, construction, and installation of the truck compound and the associated interfaces to the venue.

Section B: Scoreboard Control Room Infrastructure and Operations
The purpose of this section is to define the labor, materials, tools, supervision, coordination, and infrastructure necessary to complete design, construction, and installation of the scoreboard control room for a public-assembly facility.

Section C: Wireless Device Management and Frequency Coordination
The purpose of this section is to be a resource of peer-reviewed best-practice guidelines for venue operators and other interested parties in the day-to-day operational deployment and management of all wireless Radio Frequency (RF) technologies commonly used in sports/ entertainment venues.

Section D: Maintaining Broadcast Cabling Infrastructure
The purpose of this section is to outline best practices for existing cable installations, including the personnel and procedures to cover basic maintenance, as well as recommended maintenance, testing, and replacement intervals. The document also provides information on establishing standard operating procedures for temporary cabling and for expanding existing cabling infrastructure.

NEW! Section E: In-Venue Closed Captioning
With every new sports venue, remodel, or video-scoreboard renovation comes a decision each sports organization must make: how to comply with federal and local regulations on providing in-venue live closed-captioning content for the deaf and hard-of-hearing. This section of the SVG Venue Initiative White Paper will summarize current regulations, review technical and operational requirements, and offer examples of quality in-venue captioning from several professional and collegiate teams.
